Students who are receiving VA benefits (Chapter 31, Vocational Rehabilitation and Employment), or Chapter 33, Post-9/11 GI Bill® benefits) can attend or participate in the course of education during the period beginning on the date on which the individual provides to the educational institution a Certificate of Eligibility (COE) for entitlement to educational assistance under chapter 31 or 33 (A “Statement of Benefits” obtained from the Department of Veteran’s Affairs (VA) website – eBenefits, or a VA For 28-1905 form for chapter 31 authorization purposes can substitute a Certificate of Eligiblity) and ending on the earlier of the following dates:

1. The date on which payment from VA is made to the institution.
2. 90 days after the date the institution certified tuition and fees following the receipt of the certificate of eligibility.

No VA student will be imposed a penalty, including the assessment of late fees, the denial of access to classes, libraries, or other institutional facilities, or be required to borrow additional funds on any amount covered by VA benefits while waiting on disbursement from the VA whether the disbursement is timely or delayed. If there is a GAP in funding between what approved VA benefits cover in tuition and the total tuition cost for a given term, the student will need to work with either financial aid or the Bursar to make arrangements to cover that gap.
