In this section the researcher will determine the materials, time, and expertise needed to successfully develop a plan of action. He or she will decide on the criteria for success. Depending upon the question, researchers may wish to use operational data, individual data, or subgroup data. Using the information from the data collection and review of current literature, the researcher will design a plan of action that should result in a change and the study of that change.
